Suposed to be a ver hard rocky lane here, does anyone know of it?

Here is a section of map with the lane arrowed. This is the lane the grid refs in TOR say is Montel Hill.
It is a "Road used as a public path" or RUPP.
I have never driven these RUPP's are they as TOR says, open to all traffic? If so it is supposed to be the hardest road in the country. It's a rock crawl and its near Strater Florida.
